CNDP was commissioned to implement the Weld Community Deliberative Forum on Flavored Tobacco Policy by the Center for Public Health Practice, Policy + System Change Network (PSCN) at the Colorado School of Public Health in partnership with the Colorado Department of Public Health and Environment, State Tobacco Education and Prevention Partnership.
The Weld Community Deliberative Forum on Flavored Tobacco Policy took place in Eaton, CO from December 8 – December 10, 2025. The Forum consisted of 15 randomly selected Weld County residents. Forum participants were tasked with learning and deliberating about various flavored tobacco interventions and their potential impacts.
The Forum is an attempt to understand what community members think about various flavored tobacco policy interventions. The Forum explored public attitudes regarding flavored tobacco policy in the area. The Forum’s work will inform PSCN’s ongoing research and technical assistance programming on flavored tobacco, public health, and the environment. The Forum’s final report (based on the group’s work) will be publicly released and circulated among a broad range of stakeholders including local and state staff, elected officials, civil society, and academics.
Commissioning Sponsor & Funder
The Community Deliberative Forum is funded by the Colorado Department of Health and Environment (CDPHE) State Tobacco Education and Prevention Partnership (STEPP) program. These funds were applied for on a competitive basis and originate from Proposition EE, a voter referendum passed in 2020.
